The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Dale Thomas Armstrong, United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from August 1990 to February 1991. Captain Armstrong's exceptionally competent and professional execution of critical counter-intelligence duties resulted in an extraordinary contribution to the United States military services and their coalition partners during Operations DESERT SHIELD and DESSERT STORM. The counter-intelligence activity in which he participated was specifically designated to support U.S. Central Command requirements during Operations DESERT SHIELD and DESERT STORM. Primarily, due to Captain Armstrong's performance, this counter-intelligence activity was adjudged as completely successful. With little concern for his personal safety, he willingly placed himself in a position of potential personal risk and successfully accomplished the counter-intelligence mission in support of Operations DESERT SHIELD and DESERT STORM. Captain Armstrong's achievements were marked by personal courage, esprit de corps, and innovative professional performance. By his exceptional motivation, bold initiatives, and inspiring devotion to duty, Captain Armstrong reflected great credit upon himself and the Marine Corps and upheld the highest traditions of the United States Naval Service.
