During the fighting, Ulchi commanded his army to pretend to be losing. Reacting to what they thought was to be an easy victory, the Chinese forces advanced inside Kokuryu territory. This was what Gen. Ulchi wanted, since he was more familiar with the local terrain. He then wrote a poetic, satirical letter to the Soo commander. Ulchi was an eloquent writer and poet. He said something like, 'You have won as much you ever will, so why don't you save yourselves and take back your forces?'
The enemy was a bit confused. Taking advantage of their confusion, Gen. Ulchi attacked the Soo's forces at the Salsu River. There, Gen. Ulchi waited for the Soo's forces and attacked when they were halfway across the river. Only about two thousands Chinese soldiers ever crossed the river. To the north and west, Ramadi is bounded by the Euphrates River, while to the east and south it gradually disappears into suburbs. Ramadi is also the location of the Ramadi Barrage which diverts water from the Euphrates River into Lake Habbaniyah.
U.S. units were largely restricted to a handful of small bases. The headquarters base, in the northern corner of Ramadi, is on the grounds of one of two Saddam-era palaces in the city; known first as Tactical Assembly Area Rifles and later as Camp Blue Diamond, this base was turned over to the Iraqi Army in the winter of 2007. At the other end of the stretch of Highway 10 that runs through Ramadi is another Saddam-era palace used as a Combat Outpost by a unit from the (Florida National Guard). Several smaller buildings along Highway 10 between the two larger bases are routinely occupied by U.S. and Iraqi units, and just outside the city there are a number of other, less dangerous and better equipped camps, where an Army brigade headquarters and its support units were based.
According to the Gulf War Air Power Survey, there were 24 Hardened Aircraft Shelters at Al Taqaddum. At each end of the main runway are hardened aircraft shelters knowns as a HAS (pronounced Haas), "trapezoids" or "Yugos" which were built by Yugoslavian contractors some time prior to 1985. Various units of the U.S. Army found numerous MIG-21, MiG 25 and Su 25 Iraqi Air Force fighter jets partially buried in the area, presumably from the time of the Gulf War. By January 2004, almost all of the dozens of aircraft had been removed by the local citizens and burned, evedently, for scrap metal.
There are three "sides" to Al Taqaddum, "Lake Side", "Main Side", and "Spring Lake". These sides denote particular areas. Each area has its own chow hall and phone center. The PX and main military support services are located on "Main Side". "Lake Side" hosts the air terminal and the primary supply depot. "Spring Lake" hosts other logistics units.
TQ is adjacent to Lake Habbaniyah. This lake varies in colors, blue some days, to a greenish tint on others. The base is built on a desolate plateau overlooking the Euphrates River to the north and Lake Habbaniyah to the south. A drainage canal from Lake Habbaniyah flows between it and the base at Habbaniyah.

According to some reports in the war with Iraq the facility served as a command headquarters. From there, the US military was able to communicate with the tens of thousand of Marine troops expected to be deployed in the area and coordinate their actions.
As of late November 2002, the facility had only recently been built on the edge of a similarly-named Kuwaiti military base, with the Marines arriving in mid-fall 2002.
Soldiers occupying the facility at the time of construction were mostly from the 1st Marine Expeditionary Force based at Camp Pendleton, CA. According to reports, the base is ringed with multiple rows of barbed-wire fences, walls and sandbags. Portable toilets and prefabricated "Navy" showers are present.
Less than 10 miles from the Iraqi border, the Marine Corps has built up a weapons range. Contact with the Kuwaiti population was limited to a minimum.

After Marines secured the city to protect it from further destruction, the Seabees built Camp Babylon around the ancient city in order to protect one of history's most important archaeological treasures. The individual talent of one Seabee led to the repair of one of the museum's most prized re-creations of ancient history; a scale model of the tower of Babel. The tower, according to biblical history, was built by Noah's descendants who intended it to reach up to heaven. God foiled them by confusing their language so they could no longer understand each other.

Service members are more connected thanks to new telephone centers being constructed at different base camps and airfields in theater. The second of six phone banks to be constructed in Iraq was completed at Camp Babylon in time for troops to celebrate July 4. The first was constructed at the Air Force Base in Tallil and the four upcoming centers were located in the areas of Al Asad, Mosul, Al Sahra, and Balad. At Camp Babylon, the center was packed with patrons. Before the first call could be made however, much work had to be done. The facility's wooden frame was the handiwork of the Seabees, while five AT&T employees did the installation of the 48 phones. Setting up a satellite telephone in rural Iraq wasn't as difficult as some thought, especially with Navy engineers came on board, according to one AT&T worker. The Marine Headquarters Group at Camp Babylon oversaw service of the phone center by ensuring that the generator powering the bank is fueled, as well as maintaining the tent. Along with a new contracted food catering service that came to Camp Babylon, the new phone center assisted in keeping the troop morale high until they get the long awaited word to return home.

The report claims that heavy military vehicles crushed some archaeologically significant sites and vast amounts of sand and earth were removed from the site in order to fill sandbags. Also, because the city was home to a coalition military base it became the site of frequent insurgent attacks which caused further damage to the ancient site.
In September 2003 the base was passed to a Polish-led force, which held it until January 2005 when the site was handed over to the Iraqi culture ministry. The exercise focuses on how U.S. and South Korean forces would defend against a North Korean attack. North Korea usually denounces the exercise, calling it a preparation for war. While Team Spirit field-tested ROK-U.S. military capabilities, Ulchi Focus Lens looked at readiness from the command post perspective. Still held annually, Ulchi Focus Lens trains Combined Forces Command personnel and major component, subordinate and augmenting staffs using wargaming computer simulations and support infrastructures.
The exercise combines the Republic of Korea's annual National Mobilization Field Training Exercise "Ulchi" with the annual theater level Command Post Exercise "Focus Lens." The scenario of the exercise was a coordinated land, sea and air attack by conventional forces against friendly forces on the Korean peninsula. Ulchi Focus Lens was a computer-based war game exercise with few field activities. Ulchi Focus Lens was the world's largest dynamic, simulation-driven battle staff training exercise. The target training audience was corp-level (or service equivalent) battle staffs and higher. UFL was designed to train the Battle Staffs of CFC and its component command's staffs. The simulations used are designed to train procedures for the new staff, and are not analytical. The simulation architecture includes the Air Force model (AWSIM), the Army model (CBS), the Navy model (RESA) and the Marine model (MTAWS) lashed together, and sharing common forces, targets and Battle Damage Assessments (BDA).
The purpose of UFL was to exercise joint and combined plans and procedures associated with the execution of the OPLAN for the defense of the Republic of Korea. The focus was on the strategic, operational, and tactical aspects of military operations on the Korean Peninsula; and demonstrates US resolve to support the ROK against external aggression while improving US/ROK combat readiness and interoperability. This joint and combined political-military training exercise emphasizes flexible deterrent options, ROK mobilization, U.S. reinforcement, and synchronization of deep, close, and rear battles.
The Ulchi Focus Lens Exercise was a comprehensive command post exercise (CPX), designed to enhance the conduct of war and specific warfare capabilities as well as to ensure a mastery of the procedures for specific warfare fighting capabilities. The exercise has been performed annually since its inception in 1976. It was the combination of the Focus Lens Exercise, which has been conducted under the control of the United Nations Command since 1954, and the Ulchi Exercise that has been held by the ROK since the attempted raid on the Blue House on January 21, 1968.

'Ulchi' was a famous Korean general's last name. His full name was Ulchi, Munduk. He was the Commander-In-chief of Army of Kokuryu (ancient Korean nation that existed through B.C. 37 to A.D. 668). According to Korean history book, he was Commander in Chief at the time of Soo Chinese empire. Over three hundred thousands Chinese soldiers attacked Kokuryu in 612 A.D., but at that time Kokuryu didn't have that much military might, yet Kokuryo had Gen. Ulchi. During the fighting, Ulchi commanded his army to pretend to be losing. Reacting to what they thought was to be an easy victory, the Chinese forces advanced inside Kokuryu territory. This was what Gen. Ulchi wanted, since he was more familiar with the local terrain. He then wrote a poetic, satirical letter to the Soo commander. Ulchi was an eloquent writer and poet. He said something like, 'You have won as much you ever will, so why don't you save yourselves and take back your forces?'
The enemy was a bit confused. Taking advantage of their confusion, Gen. Ulchi attacked the Soo's forces at the Salsu River. There, Gen. Ulchi waited for the Soo's forces and attacked when they were halfway across the river. Only about two thousands Chinese soldiers ever crossed the river. This was one of the greatest victories of Korean history, which made Gen. Ulchi one of the Korea's great generals.... More

In addition, all members of the National Guard and Reserve who were part of the Selected Reserve in good standing between August 2, 1990, to November 30, 1995, are eligible for the National Defense Service Medal. In the case of Navy personnel, Midshipment attending the Naval Academy during the qualifying periods are eligible for this award, and Naval Reserve Officer Training Corps (NROTC) Midshipmen ae only eligible if they participated in a summer cruise that was in an area which qualified for a campaign medal.
