Civil engineers, doctors, logisticians, and civil and public affairs personnel mostly from U.S. Naval Forces Europe in London joined additional personnel from EUCOM in forming the HAST. The two teams gathered at Naval Station Rota where they left on an Air Force C-130 Hercules cargo plane at about 1 a.m. The Liberian president, Charles Taylor, has been indicted on war crimes and has accepted temporary asylum from West African-neighbor Nigeria. The United States is considering deploying a force that would help lead troops from other West African nations in peacekeeping and humanitarian efforts. The invasion consisted of 21 days of major combat operations, in which a combined force of troops from the United States, the United Kingdom, Australia and Poland invaded Iraq and deposed the Ba'athist government of Saddam Hussein. The invasion phase consisted primarily of a conventionally fought war which concluded with the capture of the Iraqi capital of Baghdad by American forces.
Four countries participated with troops during the initial invasion phase, which lasted from 19 March to 9 April 2003. These were the United States (148,000), United Kingdom (45,000), Australia (2,000), and Poland (194). 36 other countries were involved in its aftermath. In preparation for the invasion, 100,000 U.S. troops were assembled in Kuwait by 18 February. The coalition forces also received support from Kurdish irregulars in Iraqi Kurdistan.
According to U.S. President George W. Bush and British Prime Minister Tony Blair, the coalition mission was "to disarm Iraq of weapons of mass destruction, to end Saddam Hussein's support for terrorism, and to free the Iraqi people." General Wesley Clark, the former Supreme NATO Allied Commander and Joint Chiefs of Staff Director of Strategy and Policy, describes in his 2003 book, Winning Modern Wars, his conversation with a military officer in the Pentagon shortly after 9/11 regarding a plan to attack seven Middle Eastern countries in five years: "As I went back through the Pentagon in November 2001, one of the senior military staff officers had time for a chat. Yes, we were still on track for going against Iraq, he said. But there was more. This was being discussed as part of a five-year campaign plan, he said, and there were a total of seven countries, beginning with Iraq, then Syria, Lebanon, Libya, Iran, Somalia and Sudan." Others place a much greater emphasis on the impact of the 11 September 2001 attacks, and the role this played in changing U.S. strategic calculations, and the rise of the freedom agenda. According to Blair, the trigger was Iraq's failure to take a "final opportunity" to disarm itself of alleged nuclear, chemical, and biological weapons that U.S. and British officials called an immediate and intolerable threat to world peace.

The invasion was preceded by an air strike on the Presidential Palace in Baghdad on 19 March 2003. The following day, coalition forces launched an incursion into Basra Province from their massing point close to the Iraqi-Kuwaiti border. While the special forces launched an amphibious assault from the Persian Gulf to secure Basra and the surrounding petroleum fields, the main invasion army moved into southern Iraq, occupying the region and engaging in the Battle of Nasiriyah on 23 March. Massive air strikes across the country and against Iraqi command and control threw the defending army into chaos and prevented an effective resistance. On 26 March, the 173rd Airborne Brigade was airdropped near the northern city of Kirkuk, where they joined forces with Kurdish rebels and fought several actions against the Iraqi army to secure the northern part of the country.
The main body of coalition forces continued their drive into the heart of Iraq and met with little resistance. Most of the Iraqi military was quickly defeated and Baghdad was occupied on 9 April. Other operations occurred against pockets of the Iraqi army including the capture and occupation of Kirkuk on 10 April, and the attack and capture of Tikrit on 15 April. After the Christmas and New Years Holiday the Marines and Sailors of the Battalion Landing Team (BLT) 3/6 returned aboard ship. The 22 Marine Expeditionary Unit (MEU) now headed for the deserts of Jordan for its last exercise. This exercise was based out of Northern Jordan. This would be the last chance for the Marines to train as a BLT.
On 20 January 2000 the 22 MEU chopped to LF5F for the next month. The ships pulled into Jordan where they would remain until the completion of the exercise. Convoys were planned over a 3 day period starting on the 24th of January. For force protection reasons, the Sparrow Hawk was stood up as the convoys made their way to the Base Camp. Fortunately, the BLT arrived safely at the Base Camp. The S-4 and Marine Service Support Group (MSSG) already had the Chow Hall and other facilities up and running when the main body arrived. The first few days were spent getting familiar with the ranges and the particular procedures associated with each one. Each Company went to a range and had the opportunity to fire their organic weapons and practice Company level tactics. The Jordanians also joined our units while they were conducting this training. From mechanized to ground attacks bilateral training was conducted for the next week.
On the 30th and 31st of January a Heliborne Assault Course (HAC) was conducted on Range 4. On the 30th India Company along with a Jordanian company completed rehearsals in preparation for the HAC. Both Fixed Wing (FW) and Rotary Wing (RW) aircraft flew sorties in supported the exercise. Bravo Battery started the assault with a ten minute prep fire. FW and RW dropped ordnance on the objective and finally 81's provided the cover fire for the ground units. The Companies were inserted and moved into a fire area on the objective. India Company provided the base of fire while the Jordanians attacked from the south, negotiated obstacles and ultimately secured the objective. On the 31st the actual HAC commenced. Pre-Fires began as scheduled. While the helicopters were in a holding area to the east, a Cobra was struck by a bird, which damaged the aircraft. The aircraft sustained substantial damage and crashed into the desert floor. The aircraft was destroyed, but the pilots survived with only minor injuries. The rest of the HAC was cancelled, which allowed time for the ACE to determine the cause of the mishap. The Prince of Jordan attended this demonstration, and expressed his relief when hearing that the pilots were well.
The next major event was the Final Exercise (FINEX), on the 5th of February. The 4th was a rehearsal and the 5th was the actual FINEX. The attack included one Mechanized and one Helicopter Company from each country. Once again the Prince of Jordan was in attendance. This exercise combined the training of the previous week and a half into one mission. Every asset in the Battalion and the Air Combat Element (ACE) was coordinated and used in this attack. Prep fires by Bravo Battery commenced at 0957 on an Air Defense site (ADA). The 81's started to fire on Objective "A". With precise timing the Battery ceased fire and a section of Harriers followed by a section of Jordanian F-5 dropped ordnance on the ADA site. A Cobra Division consisting of two Marine and two Jordanian helicopters attacked Objective "C" with rockets and guns. At H-hour the ground package was inserted by helicopters to the west of Objective "A". FW and RW players continued with two more passed on there respective targets. Once all of the air was off station the 81's shifted to Objective "C" to provide cover fire for the mechanized units as they moved into position. M1A1s and LAVs along with Jordanian tanks attacked objective "C". At 1035, after objective "A" was secured a base of fire was provided on Objective "B" by India Company. A Mechanized Company from the BLT and Jordan attacked Objective "B" and "C" respectively. By 1130 the Attack was complete with all objectives secured. The Marines returned to the Base Camp to make preparations for their return to ARG Shipping.
With Exercise Infinite Moonlight '00 complete, a medical group from 22nd Marine Expeditionary Unit (Special Operations Capable) or 22nd MEU (SOC) and Bataan Amphibious Ready Group, or Bataan ARG, had time to reflect upon the training they experienced in the cold, desert sand of Jordan. The medical team interacted with Jordanian civilians and military as they conducted a Medical and Dental Civil Assistance Program (MedCAP/DenCAP) in various locations around Jordan. Physicians, hospital corpsmen, dentists and technicians came from MEU Service Support Group-22 (MSSG-22); 22nd MEU (SOC)'s command element and the Bataan ARG. The Jordanians had a similar medical unit. Every morning for five days, the American medical group joined its Jordanian colleagues to visit various schools around Aqaba and Al Qatranah during two phases of the exercise. Description On 20 June 1998 the NATO-led Stabilization Force in Bosnia-Herzegovina transitioned to a slightly smaller follow-on force. Simultaneously, Operation Joint Guard ended and Operation Joint Forge began. On 20 June 1998 the NATO-led Stabilization Force in Bosnia-Herzegovina transitioned to a slightly smaller follow-on force. Simultaneously, Operation Joint Guard ended and Operation Joint Forge began. The United States agreed to provide a force of approximately 6,900 US Service members to help maintain the military force in Bosnia-Herzegovina. This force, a component of the NATO Stabilization Force (SFOR), remained designated Task Force Eagle. The first US SFOR contingent in support of Operation Joint Forge was led by the 1st Cavalry Division, America's First Team, from Fort Hood, Texas. The reduced size Task Force Eagle had a mission to maintain a capable military force in Bosnia-Herzegovina. No timetable or timeline for the duration of Operation Joint Forge was initially determined. The mission would be assessed periodically and the force size would be adjusted, as circumstances required. The decision was finally made in 2004 to end Operation Joint Forge and inactivate SFOR, with continuing support in Bosnia and Herzegovina to be carried out by a force led by the European Union. The US Task Force Eagle was officially inactivated on 24 November 2004 and on 2 December 2004, the SFOR mission ended and the EUFOR mission was inaugurated.
On 1 June 1997, the Headquarters, 16th Air Expeditionary Wing was designated and activated at Aviano Air Base, Italy. The 16th Air Expeditionary Wing provided direction, control, support, administrative control, and uniform code of military justice authority for more than 1,300 United States Air Force personnel stationed throughout Europe in support of Operation Joint Guard and then Operation Joint Forge. These units, located in Istres, France; Rimini and San Vito, Italy; Tuzla and Sarajevo, Bosnia-Herzegovina; Zagreb, Croatia; Taszar, Hungary, and Rhein Main, Germany comprised the lion's share of the USAF contingent of NATO's Stabilization Force (SFOR). Since its inception, 16th Air Expeditionary Wing worked a number of high-profile initiatives in support of the SFOR mission. These included the relocation of KC-135 operations from Pisa, Italy to Istres, France; the installation of air navigation aid equipment at Tuzla, Air Base, Bosnia-Herzegovina to support Russian and SFOR partner air operations; quality-of life-improvements for U-2 crews and support personnel at Istres France, and the holiday visit of President Bill Clinton to the Operation Joint Forge area of responsibility.
Under a plan approved in 2001 by General Eric K. Shinseki, Chief of Staff of the Army, the US Army programmed selected active and reserve forces for service in Bosnia and Kosovo through May 2005. This was a prudent measure taken to provide predictability for soldiers and units to ensure they were given adequate time to train for the Balkans mission. The rotation plan would also provide better linkages between the active and reserve forces, mitigate the effects of high operational tempo, and better sustain the Army's overall levels of readiness for contingency operations. Under the plan, units from the active Army and reserve component would support the SFOR mission in Bosnia or the Kosovo Force (KFOR) for 6-month periods. All units for the planned SFOR rotations 9 through 16 would be drawn from active Army divisions, Army National Guard divisions, the Army Reserve, and a mix of active/reserve units. The Army set a historical precedent when it designated the 49th Armored Division, Texas Army National Guard, as the headquarters for active and reserve forces conducting the SFOR mission between March and October 2000.
On 2 December 2003, SFOR confirmed that due to the improved security situation in Bosnia and Herzegovina that it would reduce to a deterrent force of approximately 7,000 multinational soldiers by June 2004. SFOR considered how to adjust the operation further, including its possible termination by the end of 2004 and a transition possibly to a new NATO military liaison and advisory mission (with NATO Headquarters in Sarajevo) and to a new European Union mission. In response, Multinational Brigade (North) also transformed its future force structure to meet the requirements of the new deterrent force. Planning for that force structure was conducted by the existing MNB(N) headquarters to help them prepare to execute the deterrent force mission when the 34th Infantry Division transferred authority to the 38th Infantry Division in April 2004.
At the Istanbul Summit in June 2004, NATO Heads of State and Government agreed that in light of the improved security situation in the country SFOR could be concluded at the end of that year. A ceremony in Sarajevo on 2 December 2004 marked the conclusion of the NATO-led SFOR mission in Bosnia and Herzegovina and the beginning of the European Union's follow-on mission EUFOR. The NATO-led SFOR was brought to a successful conclusion almost exactly 9 years since NATO deployed forces in Bosnia and Herzegovina in what was the Alliance's first peacekeeping operation. The end to Operation Joint Forge in 2004 also meant that the US Army's planned SFOR-16 rotation would not occur, making the SFOR-15 rotation, led by the 38th Infantry Division (Mechanized) (Indiana Army National Guard), the last deployment in support of SFOR.
The European Union subsequently deployed its own mission, EUFOR, to take on key security tasks in the country. EUFOR derived its mandate from a new UN Security Council resolution and had an initial strength of 7,000 that was equal in size to SFOR. The EUFOR mission was supported by NATO under the so-called 'Berlin Plus' arrangements that provide the framework for NATO-EU cooperation.
The successful termination of SFOR did not spell the end of NATO's engagement in Bosnia and Herzegovina. The Alliance retained a military headquarters in Bosnia and Herzegovina, but the nature of NATO's engagement was very different. The NATO Headquarters, which was headed by a one-star US general with a staff of around 150, was to focus on defense reform in the country, as well as counter-terrorism, apprehending war-crimes suspects, and intelligence-gathering.

On 10 June 1999, the UN Security Council adopted a detailed resolution that outlined the civil administration and peacekeeping responsibilities in Kosovo and paved the way for peaceful settlement of the conflict and the safe return home of hundreds of thousands of Kosovo Albanian refugees and displaced persons. The resolution was passed under Chapter VII of the UN Charter which allowed the security forces to carry weapons to protect themselves and use force in carrying out the resolution's directives. The resolution "authorizes member states and relevant international organizations to establish the international security presence in Kosovo" as set out in the military agreement between NATO and the FRY. That peacekeeping operation was meant to enforce the cease-fire, demilitarize the KLA and other Kosovo Albanian groups, and establish a secure environment for the return of the refugees.
The force had a unified NATO chain of command under the political direction of the North Atlantic Council in consultation with non-NATO force contributors. The NATO countries were united that in the absence of the NATO Joint Guardian force at the core of any international security presence in Kosovo, the refugees would not return and the other NATO objectives would not be met. A NATO force at the core of an international security presence was regarded as the magnet to attract the refugees back. In the absence of a NATO force with American participation, it was the view of the US Government that it was unrealistic to think the Kosovar Albanians would disarm the KLA, something of great interest to Russia. The US believed that if NATO forces deployed, the rationale for the Kosovar Liberation Army having an armed force to protect itself against Serbs would disappear. The Rambouillet envisaged something like 2,500 Serb military and 2,500 police for a year, though with the commencement of Operation Allied Force NATO required all of those forces going, in views of the probability that the Kosovar Albanians would not come home to a situation where those same forces remain at their posts. NATO envisaged the standing up of thousands of Kosovar Albanian police, including possibly people from the KLA, who would be trained by the international community and could serve police functions.
NATO did not contemplate a partition of Kosovo. It had been unofficially suggested that one possible solution was a de facto partition of Kosovo whereby the Russians would patrol the north, the mineral-rich areas, and NATO would patrol the south.
Before Allied Force began operating, NATO had plans to put in a peacekeeping force of 28,000 people. Of that, 4,000 people would have been Americans. By mid-May 1999 NATO had reassessed its Op Plan for the Joint Guardian mission to see to what degree they would need reinforcement beyond the level that was originally foreseen for the KFOR [Kosovo force] international security presence in Kosovo. NATO had 16,000 troops deployed in the former Yugoslav Republic of Macedonia trained for their mission as well as dealing with the enormous refugee inflow. Certain reinforcements from the UK and from Germany were arrived as of mid-May.
The NATO pre-deployment in the former Yugoslav Republic of Macedonia was conducted to be in a position to move very quickly into Kosovo to set up an initial military command structure and an initial infrastructure to get the basic functions going. The goal was not only for other NATO troops to come in quickly but also for the transition authority and for the humanitarian relief organizations, which in the very early stages would need a great deal of military back-up, to establish themselves by the time the NATO core element was on the ground in Kosovo.

Following factional fighting in Rwanda and the successful gains by Tutsi rebels many Hutus fled in mass into Eastern Zaire. This large exodus resulted in massive refugee camps in Eastern Zaire creating regions of instability and increased tensions. Many non-government organizations (NGO) and private volunteer organizations (PVO) were working in these camps to ease the suffering of the refugees. Continued fighting between the various factions lead to the looting and pilfering of many villages in eastern Zaire endangering those US citizens working with the NGO/PVO. With the increasingly uncertain hostile environment preparations were made for the US Army Southern European Task Force (SETAF) to establish a Joint Task Force Headquarters for the evacuation of US citizens from Zaire.
In November 1996, Nassau (LHA 4) departed on Mediterranean Amphibious Ready Group (MARG 97-1) deployment. While deployed, Nassau participated in Operation SILVER WAKE, the non-combatant evacuation of Albania. While off station in Albania, Nassau was ordered to redeploy in support of Operation GUARDIAN RETRIEVAL. As conditions in Kinshasa deteriorated, Nassau (LHA 4), with elements of the 26th Marine Expeditionary Unit (Special Operations Capable) (MEU(SOC)) on board, was dispatched off the coast of Zaire, steaming the 5123 nm at a continuous 20 knots. The remainder of the 26th MEU(SOC) Forward on board Nashville (LPD 13) and Pensacola (LSD 38) remained in the Mediterranean Sea to provide strategic reserve for the NATO Stabilization Force (SFOR) in Bosnia. The 26th MEU(SOC) assumed the main effort of a planned noncombatant evacuation operation named Joint Task Force Guardian Retrieval. Nassau remained on station for approximately one month in support of this operation, returning to Norfolk in May 1997. Kearsarge (LHD 3) and the 22d MEU(SOC) deployed two weeks early to relieve Nassau and the 26th MEU(SOC); the former assumed responsibility for the Joint Task Force (JTF) mission on 2 May 1997.
The vast continent of Africa provides some real challenges to a military planner as well as fuel suppliers. Re-supply for remote facilities can take several days to transport jet fuel one way, in extremely difficult terrain. Limited bridger support (truck-transport) and small storage tanks are commonplace. During Operation Guardian Retrieval, the Air Force planned missions through Libreville, Gabon, expecting a certain amount of fuel based on contractor stated capabilities. Their capability was no where near this quantity, and the airport even ran out of fuel at one point.
Noncombatant evacuation operations (NEO) are conducted to support the Department of State (DOS) in evacuating noncombatants and nonessential military personnel from locations in a foreign nation to an appropriate safe haven and/or the United States. NEO are a cooperative effort between the DOS, the JTF and possibly the Immigration and Naturalization Service (INS). Occasionally, as SETAF discovered the Embassy team may have limited experience with its role in a NEO and will quite possibly look for clarity and guidance from the Joint Task Force. The SETAF JTF had to be careful in giving guidance and building the plan, always keeping the team informed and avoiding any implications of seeming to "take over" or to drive the Department of State process too hard. The end result was a plan with clear roles and responsibilities for the country team, agreed to by all parties and rehearsed to various degrees. From February 20th to the 26th, Naval Forces and Marine Corps units from Spain, the Unites States and Portugal have participated in the amphibious exercise PHIBLEX in the Gulf of Cadiz and the ‘Sierra del Retín’ range.
The goal of the exercise has been to enhance the interoperability between the Spanish Navy and the U.S. Navy on the one hand, and the U.S.M.C. and the Portuguese Marine Corps on the other in crises situations like natural disasters or regional conflicts. The exercise included the planning and execution of different land, naval and air drills.
The Spanish Navy contributed with units from the Marine Corps, the Aircraft Flotilla and the Maritime Action Force. The Landing Force was made up of the 1st Tercio de Armada Landing Battalion with support from the Combat Services Group (GASC) and the Amphibious Mobility Group (GRUMA).
Other Spanish participating assets were: AV-8B aircraft, and SH-3D and AB-212 helicopters; the patrol boat ‘Vigía’, several Tercio del Sur M.C. detachments and a Special Naval Warfare Team.
U.S. participation included the 22nd Marine Corps Expeditionary Unit, and the PHIBRON-6 Amphibious Group made up of the following amphibious ships: ‘Bataan’, ‘Mesa Verde’ and ‘Gunston Hall’.
The Portuguese Navy contributed with a reinforced company of ‘Corpo de Durante Fuzileiros Navais’.
