Description Operation Tomodachi (literally "Operation Friend(s)") was a United States Armed Forces (especially U.S. Forces Japan) assistance operation to support Japan in disaster relief following the 2011 TohokuOperation Tomodachi (literally "Operation Friend(s)") was a United States Armed Forces (especially U.S. Forces Japan) assistance operation to support Japan in disaster relief following the 2011 Tohoku earthquake and tsunami. The operation took place from 12 March to 4 May 2011; involved 24,000 U.S. servicemembers, 189 aircraft, and 24 naval ships; and cost $90 million.
The United States Navy quickly responded to provide aid.[3] Aircraft from three FLSW (Fleet logistic Support Wing) squadrons were in theatre during the earthquake at Naval Air Facility Atsugi. VR-62's C-130 delivered 127 tons of material to aid in relief efforts and VR-58's C-40 delivered 366,000 pounds of food and water and 1400 passengers. VR-52's aircrew and maintenance detachment moved Navy patrol and helicopter units directly involved with the search and rescue of survivors in addition to relocating 185 Navy personnel and dependents from the Atsugi-based Carrier Air Group Five to Guam. During this time, the Taskmasters were airborne for 19 out of 26 hours transporting personnel and humanitarian relief supplies. The aircraft carrier USS Ronald Reagan (CVN-76) and its battle group were moved to the east coast of Honshu. As well as the group's own helicopters, the Ronald Reagan served as a refueling platform for Japan Self-Defense Forces helicopters. C-2 Greyhound aircraft assigned to VRC-30 and attached to CVW-14 and CVW-5 ferried over 100 tons of food, water, blankets, clothing, and medical supplies from NAF Atsugi to USS Ronald Reagan for distribution by helicopter to local sites in Japan.
Yokota Air Base was used in the aftermath of the earthquake as a landing field for commercial flights as Tokyo Narita Airport was closed. The Navy helicopters based at Naval Air Facility Atsugi and elsewhere were made available for search and rescue immediately after the tsunami, including searching off-shore debris fields and later assisted with food drops P-3 Orion aircraft were used to do damage surveys. Amphibious landing craft and utility landing craft (LCUs) were used to deploy U.S and Japanese troops and supplies to areas where docks were damaged. Japan electrical company trucks were moved by U.S. LCUs from USS Essex (LHD-2), notably to Oshima Island.
The destroyers USS McCampbell (DDG-85) and USS Curtis Wilbur (DDG-54), which were off the Peninsula at the time of the earthquake, and their helicopters were made available for search and rescue. The landing ships USS Essex (LHD-2) and USS Germantown (LSD-42), with the embarked 31st Marine Expeditionary Unit from Okinawa, were moved from the Sea of Japan to the east coast of Japan.
USS Tortuga (LSD-46), an amphibious dock ship, embarked two MH-53E Heavy Lift Helicopters assigned to HM-14 DET 1 stationed in Pohang South Korea. The entire DET was on board Tortuga less than 18 hours after the earthquake and tsunami hit. Tortuga transported 800 Japanese civil defense workers from Hokkaido to Honshu with 90 vehicles.[12][not specific enough to verify]
Military Sealift Command ships also took part in the operation by transferring relief supplies and fuel to other supporting ships. The ships that took part in the operation were USNS Carl Brashear (T-AKE 7), USNS Pecos (T-AO 197),USNS Rappahannock (T-AO 204), USNS Matthew Perry (T-AKE 9), USNS Bridge (T-AOE 10).
USNS Safeguard (T-ARS-50), which was stationed at U.S. Fleet Activities Sasebo, arrived at Hachinohe, Japan with Explosive Ordnance Disposal Mobile Unit 5 and Underwater Construction Team 2 to clear wreckage from a local commercial channel.
During the operation the 7th Fleet flew 160 search and relief sorties for 1,100 flight hours, delivered 260 tons of relief supplies, and helped clear the ports of Hachinohe, Aomori, Miyako, Iwate, and Kesennuma, Miyagi.
In total 130 aircraft, 12,510 personnel and over 16 American naval ships took part in Operation Tomodachi, including USS Ronald Reagan (CVN-76), USS Chancellorsville (CG-62), USS Cowpens (CG-63), USS Shiloh (CG-67), USS John S. McCain (DDG-56), USS Fitzgerald (DDG-62), USS McCampbell (DDG-85), USS Preble (DDG-88), USS Mustin (DDG-89), USS Germantown (LSD-42), USS Tortuga (LSD-46), USS Harpers Ferry (LSD-49), USS Essex (LHD-2), USS Blue Ridge (LCC-19), USNS Safeguard (T-ARS-50).
Marine Corps
United States Marine Corps facilities in Japan escaped major damage, with no reported casualties. This intact infrastructure allowed Marines from III Marine Expeditionary Force and Marine Corps Base Camp Smedley D. Butler to mobilize aid quickly.
Marines based at Marine Corps Air Station Futenma moved command and control teams and systems to NAF Atsugi. Eight KC-130Js from VMGR-152 and eight CH-46E and four CH-53 Super Stallions transport helicopters from HMM-265, all from MCAS Futenma, were made available to transport rescue teams and equipment, as well as provide search and rescue.
The 31st Marine Expeditionary Unit responded to Northern Japan from Malaysia and Indonesia, where the unit was conducting Theater Security Cooperation exercises. The 31st MEU delivered relief supplies to five cities, one island and one Japanese ship. More than 164,000 pounds of food and relief supplies were delivered, along with thousands of gallons of water. Elements of the 31st MEU, including Combat Logistics Battalion 31, 2nd Battalion 5th Marines went ashore on Oshima Island to deliver critical supplies and assist in debris removal.
MV Westpac Express, a civil-registered fast ferry chartered by the Marine Corps, was made available to transport equipment from Okinawa to Honshu. Westpac Express made two sorties in support of Operation Tomodachi. The ship moved 450 tons of cargo, including 7-ton trucks, fuel tankers, generators and water tanks from Okinawa to Iwakuni, Japan, arriving 15 March. On 20 March, Westpac Express loaded 226 pallets of bottled water at Pohang, ROK, off-loading at Iwakuni the next day.
Air Force
A United States Air Force KC-135 Stratotanker arrived at Misawa Air Base on 14 March with the first batch of relief workers and 50 civil engineers from Kadena Air Base.

Two C-17A Globemaster cargo aircraft from Joint Base Lewis-McChord were made available to transport rescue teams and equipment. A Global Hawk unmanned aerial vehicle was deployed from Guam for damage assessments.
Air base
Yokota Air Base is the hub for air operations from which cleanup crews were dispatched to clean up Sendai airport. At a Town Hall meeting, the Commander of the 374th Air Wing USAF presented an overview of joint forces operations in support of the Japanese and emphasized teamwork between various players. He stated that "we are very blessed" to be in the nation of Japan because it has a highly sophisticated set of technologies to minimize the damage but that the personnel, logistic and financing problems were formidable.
He repeatedly asserted that the situation is "eminently controllable" in part due to highly experienced personnel available for various contingencies. US military personnel stationed at the Air Base expressed interest in making cash donations – in dollars or yen – to the American Red Cross and other organizations working in the Japanese relief effort.
Army
Several Sikorsky UH-60 Black Hawk helicopters from the U.S. Army Japan Aviation Detachment have been made available for relief efforts. A disaster assessment team from I Corps (United States) Forward departed Camp Zama and arrived in northeastern Japan on 14 March to assist in relief and humanitarian operations as well as set up a forward logistics base for supplies. The surge had been developed under the working title "The New Way Forward" and it was announced in January 2007 by Bush during a television speech. Bush ordered the deployment of more than 20,000 soldiers into Iraq, five additional brigades, and sent the majority of them into Baghdad. He also extended the tour of most of the Army troops in country and some of the Marines already in the Anbar Province area. The President described the overall objective as establishing a "...unified, democratic federal Iraq that can govern itself, defend itself, and sustain itself, and is an ally in the War on Terror." The major element of the strategy was a change in focus for the US military "to help Iraqis clear and secure neighborhoods, to help them protect the local population, and to help ensure that the Iraqi forces left behind are capable of providing the security". The President stated that the surge would then provide the time and conditions conducive to reconciliation among political and ethnic factions.

This brought the number of U.S. brigades in Iraq from 15 to 20. Additionally, 4,000 Marines in Al Anbar had their 7-month tour extended. These included Marines from the 13th Marine Expeditionary Unit, 31st Marine Expeditionary Unit, the 2nd Battalion 4th Marines, the 1st Battalion 6th Marines and the 3rd Battalion, 4th Marines. Most of the 150,000 Army personnel had their 12-month tours extended as well. By July, 2007, the percentage of the mobilized Army deployed to Iraq and Afghanistan was almost 30%; the percentage of the mobilized Marine Corps deployed to Iraq and Afghanistan was 13.5%.[55]
Operations
The plan began with a major operation to secure Baghdad, codenamed Operation Fardh al-Qanoon (Operation Imposing Law), which was launched in February 2007. However, only in mid-June 2007, with the full deployment of the 28,000 additional U.S. troops, could major counter-insurgency efforts get fully under way. Operation Phantom Thunder was launched throughout Iraq on June 16, with a number of subordinate operations targeting insurgents in Diyala province, Anbar province and the southern Baghdad Belts. The additional surge troops also participated in Operation Phantom Strike and Operation Phantom Phoenix, named after the III "Phantom" Corps which was the major U.S. unit in Iraq throughout 2007.
Counterinsurgency strategy
Counterinsurgency strategy in Iraq changed significantly under the command of General Petraeus since the 2007 troop surge began. The newer approach attempted to win the hearts and minds of the Iraqi people through building relationships, preventing civilian casualties and compromising with and even hiring some former enemies. The new strategy was population-centric in that it focused in protecting the population rather than killing insurgents. In implementing this strategy, Petraeus used experienced gained while commanding the 101st Airborne Division in Mosul in 2003. He also explained these ideas extensively in Field Manual 3-24: Counterinsurgency, which he assisted in the writing of while serving as the Commanding General of Fort Leavenworth, Kansas, and the U.S. Army Combined Arms Center (CAC) located there.
Instead of seeing every Iraqi as a potential enemy, the current COIN strategy focuses on building relationships and getting cooperation from the Iraqis against Al Qaeda and minimizing the number of enemies for U.S. forces. The belief is that maintaining a long term presence of troops in a community improves security and allows for relationships and trust to develop between the locals and the U.S. military. Civilian casualties are minimized by carefully measured use of force. This means less bombing and overwhelming firepower, and more soldiers using restraint and even sometimes taking more risk in the process.
Another method of gaining cooperation is by paying locals, including former insurgents, to work as local security forces. Former Sunni insurgents have been hired by the U.S. military to stop cooperating with Al Qaeda and to start fighting against them.
To implement this strategy, troops were concentrated in the Baghdad area (at the time, Baghdad accounted for 50% of all the violence in Iraq).[64] Whereas in the past, Coalition forces isolated themselves from Iraqis by living in large forward operating bases far from population centers,[65] troops during the surge lived among the Iraqis, operating from joint security stations (JSSs) located within Baghdad itself and shared with Iraqi security forces. Coalition units were permanently assigned to a given area so that they could build long-term relationships with the local Iraqi population and security forces.
However, opponents to occupation such as US Army Col. David H. Hackworth (Ret.), asked whether he thought that British soldiers are better at nation-building than the Americans, said "They were very good at lining up local folks to do the job like operating the sewers and turning on the electricity. Far better than us -- we are heavy-handed, and in Iraq we don't understand the people and the culture. Thus we did not immediately employ locals in police and military activities to get them to build and stabilize their nation."
CNN war correspondent Michael Ware, who has reported from Iraq since before the U.S. invasion in 2003 had a similar dim view of occupation saying, "there will be very much mixed reaction in Iraq” to a long-term troop presence, but he added, “what’s the point and will it be worth it?” Mr. Ware contended that occupation could, "ferment further resentment [towards the U.S]."
Results
Security situation
Hostile and Non-Hostile Deaths.
Despite a massive security crackdown in Baghdad associated with the surge in coalition troop strength, the monthly death toll in Iraq rose 15% in March 2007. 1,869 Iraqi civilians were killed and 2,719 were wounded in March, compared to 1,646 killed and 2,701 wounded in February. In March, 165 Iraqi policemen were killed against 131 the previous month, while 44 Iraqi soldiers died compared to 29 in February. US military deaths in March were nearly double those of the Iraqi army, despite Iraqi forces leading the security crackdown in Baghdad. The death toll among insurgent militants fell to 481 in March, compared to 586 killed in February; however, the number of arrests jumped to 5,664 in March against 1,921 in February.
Three months after the start of the surge, troops controlled less than a third of the capital, far short of the initial goal, according to an internal military assessment completed in May 2007. Violence was especially chronic in mixed Shiite-Sunni neighborhoods in western Baghdad. Improvements had not yet been widespread or lasting across Baghdad.
Significant attack trends.
On September 10, 2007, David Petraeus delivered his part of the Report to Congress on the Situation in Iraq. He concluded that "the military objectives of the surge are, in large measure, being met." He cited what he called recent consistent declines in security incidents, which he attributed to recent blows dealt against Al-Qaeda in Iraq during the surge. He added that "we have also disrupted Shia militia extremists, capturing the head and numerous other leaders of the Iranian-supported Special Groups, along with a senior Lebanese Hezbollah operative supporting Iran's activities in Iraq." He argued that Coalition and Iraqi operations had drastically reduced ethno-sectarian violence in the country, though he stated that the gains were not entirely even. He recommended a gradual drawdown of U.S. forces in Iraq with a goal of reaching pre-surge troop levels by July 2008 and stated that further withdraws would be "premature."
Sectarian violence.
While Petraeus credited the surge for the decrease in violence, the decrease also closely corresponded with a cease-fire order given by Iraqi political leader Muqtada al-Sadr on August 29, 2007. Al-Sadr's order, to stand down for six months, was distributed to his loyalists following the deaths of more than 50 Shia Muslim pilgrims during fighting in Karbala the day earlier.
Michael E. O'Hanlon and Jason H. Campbell of the Brookings Institution stated on December 22, 2007 that Iraq’s security environment had reached its best levels since early 2004 and credited Petraeus' strategy for the improvement. CNN stated that month that the monthly death rate for US troops in Iraq had hit its second lowest point during the entire course of the war. Military representatives attributed the successful reduction of violence and casualties directly to the troop surge. At the same time, the Iraqi Ministry of Interior reported similar reductions for civilian deaths.

However, on September 6, 2007, a report by an independent military commission headed by General James Jones found that the decrease in violence may have been due to areas being overrun by either Shias or Sunnis. In addition, in August 2007, the International Organization for Migration and the Iraqi Red Crescent Organization indicated that more Iraqis had fled since the troop increase.
On February 16, 2008, Iraqi Defense Minister Abdel Qader Jassim Mohammed told reporters that the surge was "working very well" and that Iraq has a "pressing" need for troops to stay to secure Iraqi borders.[76] He stated that "Results for 2007 prove that– Baghdad is good now".
In June 2008, the U.S. Department of Defense reported that "the security, political and economic trends in Iraq continue to be positive; however, they remain fragile, reversible and uneven."

According to USA Today on 22 October 2003 the US Ambassador to Kuwait, Richard Jones, announced that the United States was reducing its presence at Al Jaber with the intent of fully reducing its forces at that location. USAF assets remaining in Kuwait are primarily stationed at Ali Al Salem Air Base.

United States Central Command's Joint Task Force Southwest Asia (JTF-SWA) had the mission of monitoring and controlling the airspace south of the 32nd Parallel (extended to the 33rd Parallel in 1996) in southern and south-central Iraq during the period following the end of the 1991 Gulf War until the 2003 invasion of Iraq.
Operation Southern Watch began on 27 August 1992 with the stated purpose of ensuring Iraqi compliance with United Nations Security Council Resolution 688 (UNSCR 688) of 5 April 1991, which demanded that Iraq "immediately end this repression and express the hope in the same context that an open dialogue will take place to ensure that the human and political rights of all Iraqi citizens are respected." Nothing in the resolution spelled out the Iraqi no-fly zones or Operation Southern Watch.
Iraqi bombing and strafing attacks against the Shi’ite Muslims in Southern Iraq during the remainder of 1991 and during 1992 indicated Saddam Hussein chose not to comply with the resolution. Forces from Saudi Arabia, the United States, the United Kingdom, and France participated in Operation Southern Watch. The commander of JTF-SWA, an aeronautically rated United States Air Force (USAF) Major General, assisted by an aeronautically designated United States Navy (USN) Rear Admiral, reported directly to the Commander, United States Central Command (USCENTCOM).
Military engagements in Southern Watch occurred with regularity, with Coalition aircraft routinely being shot at by Iraqi air defense forces, though they were usually only reported in the Western press occasionally. An intensification was noted prior to the 2003 invasion of Iraq, though it was said at the time to just be in response to increasing activity by Iraqi air-defense forces. Description Beginning in December 1995, US and allied nations deployed peacekeeping forces to Bosnia in support of Operation Joint Endeavor. Task Force Eagle, comprised of 20,000 American soldiers, was the US comBeginning in December 1995, US and allied nations deployed peacekeeping forces to Bosnia in support of Operation Joint Endeavor. Task Force Eagle, comprised of 20,000 American soldiers, was the US component of NATO's Implementation Force (IFOR) and was tasked with implementing the military elements of the Dayton Peace Accords in support of Operation Joint Endeavor. Task Force Eagle was the lead element for NATO's Multinational Division (North) or MND(N). Operation Joint Endeavor marked the first commitment of forces in NATO's history, as well as the first time since World War II that American and Russian soldiers had shared a common mission. Thousands of people were alive in Bosnia because of these soldiers' service. On 20 December 1996, the IFOR mandate ended and NATO established a new operation, Operation Joint Guard, along with a new Stabilisation Force (SFOR) to replace IFOR. Task Force Eagle remained the title for the US contingent supporting this new operation.
Multinational Division (North) and Task Force Eagle's history began in 1995 following the NATO-imposed cease-fire, halting the destructive 4-year Balkan conflict. After the General Framework Agreement for Peace was signed on 14 December 1995, the United States 1st Armored Division, as part of NATO's Allied Command Europe, Rapid Reaction Corps, was ordered to Bosnia-Herzegovina as part of Operation Joint Endeavor. There it formed the nucleus of Task Force Eagle and assumed control of its area of responsibility on 20 December 1995. After the historic bridging of the Sava river on 31 December 1995, the Old Ironsides Division, with supporting Forces from the V Corps, was joined by Nordic-Polish, Turkish, and Russian Brigades, with contingents from 12 nations. These nations included Estonia, Latvia, Finland, Poland, Denmark, Lithuania, Norway, Iceland, Sweden, Russia, Turkey, and the United States.
Task Force Eagle, one of the most powerful formations ever fielded, enforced the cease fire, supervised the marking of boundaries and the zone of separation between the former warring factions, enforced the withdrawal of the combatants to their barracks and the movement of heavy weapons to designated storage sites. Task Force Eagle also supported the Organization for Security and Cooperation in Europe's efforts to administer the country's first ever, democratic national elections.
In the first 3 months of Operation Joint Endeavor, US Air Force mobility forces flew 3,000 missions, carried over 15,600 troops and delivered more than 30,100 short tons of cargo. These statistics reflected the presence of the C-17, which was systematically employed in a major contingency for the first time during the operation. The limited airfield at Tuzla, was the major port of debarkation in Bosnia-Herzegovina. During the first critical month of operations, the C-17 flew slightly more than 20 percent of the missions into, Tuzla but delivered over 50 percent of the cargo.
On 10 November 1996, the 1st Armored Division transferred authority for command and control of MND(N) and Task Force Eagle to the 1st Infantry Division. The 1st Infantry Division deployed as a covering force to allow the safe return of the 1st Armored Division units to their homes in Germany. Shortly thereafter, demonstrations in the villages of Celic and Gajevi tested the resolve and ability of the newly arrived Big Red One. On 12 November 1996, an armed altercation between the former warring factions occurred, which could have hindered the fragile peace process. The soldiers of the 1st Infantry Division skillfully intervened and quickly brought the very intense situation under control. Upon completion of the covering force mission, the 1st Infantry Division continued to ensure all military aspects of the Dayton Peace Accord were accomplished firmly and fairly.
During Operation Joint Endeavor, deployed intelligence personnel provided aircrews and staffs at several locations with critical threat information and airfield data. Taking advantage of the Combat Intelligence System (CIS) capabilities and an emerging global connectivity to military networks and databases, intelligence personnel provided the best and most timely support ever to air mobility forces. This improvement was particularly evident during the Mission Report (MISREP) process, when intelligence analysts used CIS to provide MISREP data very quickly to aircrews and staffs, ensuring the people in need of this intelligence received it while the data was still useful.
The European Command's ARG/MEU(SOC) was assigned as theater reserve for NATO forces, while Naval Mobile Construction Battalions 133 and 40 constructed base camps for implementation force personnel. In addition, from June to October 1996 a Marine Corps unmanned aerial vehicle (UAV) squadron, VMU-1, supported the operation with Pioneer UAV imagery both to US and multinational units. VMU-1 was subsequently replaced by VMU-2, which continued to provide similar support.
The US Army Intelligence and Security Command's (INSCOM) Military Intelligence Battalion (Low Intensity) was originally notified of participation in Operation Joint Endeavor in the fall of 1995. The Airborne Reconnaissance - Low (ARL) system, however, was actually deployed for use in the US European Command theater from 28 January 1996 through 19 April 1996, with approximately 60 personnel, including 12 contracted civilian aircraft maintenance personnel from Rayethon, AVTAIL, and California Microwave Industries. During that time, the unit conducted 39 missions totaling 224.1 flight hours of imagery over Bosnia. After considerable coordination, US Southern Command finally released the ARL for a second deployment, this time from 8 August 1996 through 3 October 1996. On the second deployment, the unit conducted 33 missions totaling 197.1 flight hours of imagery over Bosnia. During the second deployment, there were 4 3-man Aerial Reconnaissance Support Teams deployed, one each in the the British (southwest) sector; the US (northern) sector in Tuzla; the Allied Rapid Reaction Corps (ARRC) in Sarajevo; and the French sector in Mostar. The Battalion also flew over 700 flight hours in support of the imagery efforts using RC-12 aircraft from C Company. In addition to the manned aircraft, the Battalion also deployed with the RQ-1 Predator UAV for the period 7 March 1996 through 2 September 1996. To operate the UAV, the unit formed a company as a detachment, called Detachment 3. It was a joint unit with personnel from the Army, Navy, Air Force, and the Marine Corps.
