South Vietnamese Armed Forces became more active and capable under U.S. advisors. During the year the Vietnamese Special Forces assumed responsibility for several Special Forces camps and for the CIDG companies manning them. In each case all of the U.S. advisors withdrew, leaving the Vietnamese in full command.
With an increased delegation of responsibility to them, the South Vietnamese conducted major operations during 1967, and, in spite of VC attempts to avoid battle, achieved a number of contacts.
Despite the success of U.S. and South Vietnamese Army operations, there were indications in the fall of 1967 of another enemy build-up, particularly in areas close to Laos and Cambodia. In late October, the VC struck again at the Special Forces Camp at Loc Ninh. Fortunately Vietnamese reinforcements saved the camp. At the same time, approximately 12,000 VC troops converged on a Special Forces camp at Dak To. This camp was located in northern Kontum Province, where the borders of Laos, Cambodia, and South Vietnam meet. As a result of increased Chinese ground action in the 45th Division sector, the division planned an operation to establish eleven patrol bases across its front. Operation COUNTER began on 6 June. By the 7th, ten of the eleven objectives had been taken. The last one (Hi11 191, eight miles west of Ch'orwon) was captured after a 48-hour battle on 14 June. The Chinese immediately launched counterattacks along the entire division front, climaxing their efforts on the night of 28-29 June with an unsuccessful 4-hour attack. The division sustained over 1,000 casualties during the month of June; Chinese losses were estimated at more than 5,000.

As the Korean War went into its third year, in June 1952, the deadlock continued. July began with a series of small-scale attacks by both sides. During the summer of 1952 the air war over Korea intensified. In addition to striking at supply centers, troop concentrations, power plants, factories, and rail and road networks, U.N. aircraft rendered valuable assistance to frontline troops by bombing, or searing with napalm, enemy bunkers, trenches, gun positions, and communications lines. On 29 August the largest U.N. air raid of the Korean War was carried out on P'yongyang, the North Korean capital. Cape Esperance (9°15′S 159°42′E) is the northernmost point on Guadalcanal, and the battle took its name from this point.
On the night of 11 October, Japanese naval forces in the Solomon Islands area—under the command of Vice Admiral Gunichi Mikawa—sent a major supply and reinforcement convoy to their forces on Guadalcanal. The convoy consisted of two seaplane tenders and six destroyers and was commanded by Rear Admiral Takatsugu Jojima. At the same time, but in a separate operation, three heavy cruisers and two destroyers—under the command of Rear Admiral Aritomo Goto-were to bombard the Allied airfield on Guadalcanal (called Henderson Field by the Allies) with the object of destroying Allied aircraft and the airfield's facilities.
Shortly before midnight on 11 October, a U.S force of four cruisers and five destroyers—under the command of Rear Admiral Norman Scott—intercepted Goto's force as it approached Savo Island near Guadalcanal. Taking the Japanese by surprise, Scott's warships sank one of Goto's cruisers and one of his destroyers, heavily damaged another cruiser, mortally wounded Goto, and forced the rest of Goto's warships to abandon the bombardment mission and retreat. During the exchange of gunfire, one of Scott's destroyers was sunk and one cruiser and another destroyer were heavily damaged. In the meantime, the Japanese supply convoy successfully completed unloading at Guadalcanal and began its return journey without being discovered by Scott's force. Later on the morning of 12 October, four Japanese destroyers from the supply convoy turned back to assist Goto's retreating, damaged warships. Air attacks by U.S. aircraft from Henderson Field sank two of these destroyers later that day.
As with the preceding naval engagements, around Guadalcanal, the strategic outcome was inconsequential because neither the Japanese nor United States navies secured operational control of the waters around Guadalcanal as a result of this action. "Deployment" is defined as either deployment on contingency, exercise, deployment (CED) orders, or members sourced in direct support (in-theater or out) of expeditionary operations with an overnight away-from-home station. To qualify for this ribbon, individuals must have deployed for 45 consecutive days or 90 nonconsecutive days on a deployed status. Any contingency deployment qualifies, overseas or stateside, regardless of the duty, destination, or location of the temporary duty. There is no time limit to accumulate the 90 non-consecutive days (members keep accumulating contingency Temporary Duty days until they reach 90 days). Only one Air Force Expeditionary Service Ribbon per deployment is authorized, regardless of the number of consecutive days over 45 the individual deployed, and onmly one ribbon is authorized after accumulating a total of 90 non-consecutive days. The intent of this ribbon is one Air Force Expeditionary Service Ribbon for each deployment (provided the required deployment days are met). It is not intended to be awarded in multiples corresponding to each 45 consecutive days deployed. Permanent party overseas personnel are not eligible for this ribbon unless they are forward deployed on a contingency deployment.
