The surge had been developed under the working title "The New Way Forward" and it was announced in January 2007 by Bush during a television speech. Bush ordered the deployment of more than 20,000 soldiers into Iraq, five additional brigades, and sent the majority of them into Baghdad. He also extended the tour of most of the Army troops in country and some of the Marines already in the Anbar Province area. The President described the overall objective as establishing a "...unified, democratic federal Iraq that can govern itself, defend itself, and sustain itself, and is an ally in the War on Terror." The major element of the strategy was a change in focus for the US military "to help Iraqis clear and secure neighborhoods, to help them protect the local population, and to help ensure that the Iraqi forces left behind are capable of providing the security". The President stated that the surge would then provide the time and conditions conducive to reconciliation among political and ethnic factions.

This brought the number of U.S. brigades in Iraq from 15 to 20. Additionally, 4,000 Marines in Al Anbar had their 7-month tour extended. These included Marines from the 13th Marine Expeditionary Unit, 31st Marine Expeditionary Unit, the 2nd Battalion 4th Marines, the 1st Battalion 6th Marines and the 3rd Battalion, 4th Marines. Most of the 150,000 Army personnel had their 12-month tours extended as well. By July, 2007, the percentage of the mobilized Army deployed to Iraq and Afghanistan was almost 30%; the percentage of the mobilized Marine Corps deployed to Iraq and Afghanistan was 13.5%.[55]
Operations
The plan began with a major operation to secure Baghdad, codenamed Operation Fardh al-Qanoon (Operation Imposing Law), which was launched in February 2007. However, only in mid-June 2007, with the full deployment of the 28,000 additional U.S. troops, could major counter-insurgency efforts get fully under way. Operation Phantom Thunder was launched throughout Iraq on June 16, with a number of subordinate operations targeting insurgents in Diyala province, Anbar province and the southern Baghdad Belts. The additional surge troops also participated in Operation Phantom Strike and Operation Phantom Phoenix, named after the III "Phantom" Corps which was the major U.S. unit in Iraq throughout 2007.
Counterinsurgency strategy
Counterinsurgency strategy in Iraq changed significantly under the command of General Petraeus since the 2007 troop surge began. The newer approach attempted to win the hearts and minds of the Iraqi people through building relationships, preventing civilian casualties and compromising with and even hiring some former enemies. The new strategy was population-centric in that it focused in protecting the population rather than killing insurgents. In implementing this strategy, Petraeus used experienced gained while commanding the 101st Airborne Division in Mosul in 2003. He also explained these ideas extensively in Field Manual 3-24: Counterinsurgency, which he assisted in the writing of while serving as the Commanding General of Fort Leavenworth, Kansas, and the U.S. Army Combined Arms Center (CAC) located there.
Instead of seeing every Iraqi as a potential enemy, the current COIN strategy focuses on building relationships and getting cooperation from the Iraqis against Al Qaeda and minimizing the number of enemies for U.S. forces. The belief is that maintaining a long term presence of troops in a community improves security and allows for relationships and trust to develop between the locals and the U.S. military. Civilian casualties are minimized by carefully measured use of force. This means less bombing and overwhelming firepower, and more soldiers using restraint and even sometimes taking more risk in the process.
Another method of gaining cooperation is by paying locals, including former insurgents, to work as local security forces. Former Sunni insurgents have been hired by the U.S. military to stop cooperating with Al Qaeda and to start fighting against them.
To implement this strategy, troops were concentrated in the Baghdad area (at the time, Baghdad accounted for 50% of all the violence in Iraq).[64] Whereas in the past, Coalition forces isolated themselves from Iraqis by living in large forward operating bases far from population centers,[65] troops during the surge lived among the Iraqis, operating from joint security stations (JSSs) located within Baghdad itself and shared with Iraqi security forces. Coalition units were permanently assigned to a given area so that they could build long-term relationships with the local Iraqi population and security forces.
However, opponents to occupation such as US Army Col. David H. Hackworth (Ret.), asked whether he thought that British soldiers are better at nation-building than the Americans, said "They were very good at lining up local folks to do the job like operating the sewers and turning on the electricity. Far better than us -- we are heavy-handed, and in Iraq we don't understand the people and the culture. Thus we did not immediately employ locals in police and military activities to get them to build and stabilize their nation."
CNN war correspondent Michael Ware, who has reported from Iraq since before the U.S. invasion in 2003 had a similar dim view of occupation saying, "there will be very much mixed reaction in Iraq” to a long-term troop presence, but he added, “what’s the point and will it be worth it?” Mr. Ware contended that occupation could, "ferment further resentment [towards the U.S]."

Security situation
Hostile and Non-Hostile Deaths.
Despite a massive security crackdown in Baghdad associated with the surge in coalition troop strength, the monthly death toll in Iraq rose 15% in March 2007. 1,869 Iraqi civilians were killed and 2,719 were wounded in March, compared to 1,646 killed and 2,701 wounded in February. In March, 165 Iraqi policemen were killed against 131 the previous month, while 44 Iraqi soldiers died compared to 29 in February. US military deaths in March were nearly double those of the Iraqi army, despite Iraqi forces leading the security crackdown in Baghdad. The death toll among insurgent militants fell to 481 in March, compared to 586 killed in February; however, the number of arrests jumped to 5,664 in March against 1,921 in February.
Three months after the start of the surge, troops controlled less than a third of the capital, far short of the initial goal, according to an internal military assessment completed in May 2007. Violence was especially chronic in mixed Shiite-Sunni neighborhoods in western Baghdad. Improvements had not yet been widespread or lasting across Baghdad.
Significant attack trends.
On September 10, 2007, David Petraeus delivered his part of the Report to Congress on the Situation in Iraq. He concluded that "the military objectives of the surge are, in large measure, being met." He cited what he called recent consistent declines in security incidents, which he attributed to recent blows dealt against Al-Qaeda in Iraq during the surge. He added that "we have also disrupted Shia militia extremists, capturing the head and numerous other leaders of the Iranian-supported Special Groups, along with a senior Lebanese Hezbollah operative supporting Iran's activities in Iraq." He argued that Coalition and Iraqi operations had drastically reduced ethno-sectarian violence in the country, though he stated that the gains were not entirely even. He recommended a gradual drawdown of U.S. forces in Iraq with a goal of reaching pre-surge troop levels by July 2008 and stated that further withdraws would be "premature."
Sectarian violence.
While Petraeus credited the surge for the decrease in violence, the decrease also closely corresponded with a cease-fire order given by Iraqi political leader Muqtada al-Sadr on August 29, 2007. Al-Sadr's order, to stand down for six months, was distributed to his loyalists following the deaths of more than 50 Shia Muslim pilgrims during fighting in Karbala the day earlier.
Michael E. O'Hanlon and Jason H. Campbell of the Brookings Institution stated on December 22, 2007 that Iraq’s security environment had reached its best levels since early 2004 and credited Petraeus' strategy for the improvement. CNN stated that month that the monthly death rate for US troops in Iraq had hit its second lowest point during the entire course of the war. Military representatives attributed the successful reduction of violence and casualties directly to the troop surge. At the same time, the Iraqi Ministry of Interior reported similar reductions for civilian deaths.

However, on September 6, 2007, a report by an independent military commission headed by General James Jones found that the decrease in violence may have been due to areas being overrun by either Shias or Sunnis. In addition, in August 2007, the International Organization for Migration and the Iraqi Red Crescent Organization indicated that more Iraqis had fled since the troop increase.
On February 16, 2008, Iraqi Defense Minister Abdel Qader Jassim Mohammed told reporters that the surge was "working very well" and that Iraq has a "pressing" need for troops to stay to secure Iraqi borders.[76] He stated that "Results for 2007 prove that– Baghdad is good now".
In June 2008, the U.S. Department of Defense reported that "the security, political and economic trends in Iraq continue to be positive; however, they remain fragile, reversible and uneven."

Service members who qualified for the War on Terrorism Expeditionary Medal by reason of service between March 19, 2003 and April 30, 2005 shall remain qualified for that medal. However, any such person may be awarded the Iraq Campaign Medal in lieu of the War on Terrorism Expeditionary Medal for that service, at his or her request. In addition, any Army soldier who was authorized the arrowhead device may be awarded the Iraq Campaign Medal with arrowhead device in lieu of the War on Terrorism Expeditionary Medal with arrowhead device. This operation was the second major operation in Fallujah. Earlier, in April 2004, coalition forces fought the First Battle of Fallujah in order to capture or kill insurgent elements considered responsible for the deaths of a Blackwater Security team. When coalition forces fought into the center of the city, the Iraqi government requested that the city's control be transferred to an Iraqi-run local security force, which then began stockpiling weapons and building complex defenses across the city through mid-2004. The second battle was the bloodiest battle of the entire Iraq War, and is notable for being the first major engagement of the Iraq War fought solely against insurgents rather than the forces of the former Ba'athist Iraqi government, which was deposed in 2003.
Ground operations began on the night of November 7, 2004. Attacking from the west and south, the Iraqi 36th Commando Battalion with their U.S. Army Special Forces advisers and the U.S. Marine Corps Scout Platoon, 2nd Infantry Division's 2nd and 1st Platoon C CO 1–9 INF(MANCHU), 3rd Platoon Alpha Company 2/72nd Tank Battalion, and 3rd Light Armored Reconnaissance Battalion, reinforced by Bravo Company from the Marine Corps Reserve's 1st Battalion, 23rd Regiment, and supported by Combat Service Support Company 113, from Combat Service Support Battalion 1, captured Fallujah General Hospital and villages opposite of the Euphrates River along Fallujah's western edge. Troops from the 1st Battalion, 3rd Marines fired 81mm mortars in an operation in south Fallujah. The same unit, operating under the command of the U.S. Army III Corps, then moved to the western approaches to the city and secured the Jurf Kas Sukr Bridge. These initial attacks, however, were a diversion intended to distract and confuse the insurgents holding the city.
Attack
After Navy Seabees from I MEF Engineer Group (MEG) interrupted and disabled electrical power at two substations located just northeast and northwest of the city, two Marine Regimental Combat Teams, the Regimental Combat Team 1 (RCT-1) and Regimental Combat Team 7 (RCT-7) launched an attack along the northern edge of the city. They were joined by two U.S. Army heavy battalion-sized units, the 2nd Battalion, 7th Cavalry Regiment, and 2nd Battalion, 2nd Infantry Regiment (Mechanized). These two battalions were followed by four infantry battalions who were tasked with clearing the remaining buildings. The Army's mechanized Second Brigade, First Cavalry Division, augmented by the Marine's Second Reconnaissance Battalion and, for a few days, the 1st Battalion, 5th Infantry Regiment, was tasked to surround the city. The British Army's 1st Battalion, The Black Watch, patrolled the main highways to the east. The RCT's were augmented by three 6-man SEAL Sniper Teams from Naval Special Warfare Task Group-Central and one Platoon from 1st Recon who provided advance reconnaissance and overwatch throughout the operation.
The six battalions of Army, Marine and Iraqi forces, moving under the cover of darkness, began the assault in the early hours of November 8, 2004 prepared by an intense artillery barrage and air attack. This was followed by an attack on the main train station that was then used as a staging point for follow-on forces. By that afternoon, under the protection of intense air cover, Marines entered the Hay Naib al-Dubat and al-Naziza districts. The Marines were followed in by the Navy Seabees of NMCB 4 and NMCB 23 who bulldozed the streets clear of debris from the bombardment that morning. The Seabees used Armored bulldozers to plow the streets while remaining safe and protected from enemy fire. Shortly after nightfall on November 9, 2004, Marines had reportedly reached Phase Line Fran at Highway 10 in the center of the city.
The 3rd Bn 5th Marines cleared the Northern Sector Highway - 10 city blocks of infiltrated pockets of resistance. Some units deemed combat ineffective handed clearing operations to Darkhorse Marines. They spearheaded the assault into the harshest area of the city known as the 'Jolan District.' The Battalion sustained 19 Marines killed in action, one died of wounds in 2012 and, 245 wounded during the operation.
While most of the fighting subsided by November 13, 2004, U.S. Marines continued to face determined isolated resistance from insurgents hidden throughout the city. By November 16, 2004, after nine days of fighting, the Marine command described the action as mopping up pockets of resistance. Sporadic fighting continued until December 23, 2004.

Despite its success, the battle was not without controversy. On November 16, 2004, NBC News aired footage that showed a U.S. Marine, with 3rd Battalion 1st Marines, killing a wounded Iraqi fighter. In this video, the Marine was heard claiming that the Iraqi was "playing possum". U.S. Navy investigators NCIS later determined that the Marine was acting in self-defense. The AP reported that military-age males attempting to flee the city were turned back by the U.S. military.
By late January 2005, news reports indicated U.S. combat units were leaving the area, and were assisting the local population in returning to the now heavily-damaged city.
Recognition
The U.S. Army's 2nd Battalion, 2nd Infantry Regiment was awarded the Presidential Unit Citation for actions during the battle. Additionally, Operation Phantom Fury yielded two nominees for the Medal of Honor. Sergeant Rafael Peralta with 1st Battalion, 3rd Marines, one of the two, was eventually awarded the Navy Cross, the second-highest military valor award.
First Sergeant Bradley Kasal of 3rd Battalion, 1st Marines was also awarded the Navy Cross for his actions during the battle. Staff Sergeant David Bellavia of the Army's Task Force 2-2 Infantry was also nominated for the Medal of Honor, though awarded the Silver Star, for his actions during the battle.
Staff Sergeant Aubrey McDade with Bravo Co, 1st Battalion 8th Marines was also awarded the Navy Cross, the second-highest military valor award.

United States Central Command's Joint Task Force Southwest Asia (JTF-SWA) had the mission of monitoring and controlling the airspace south of the 32nd Parallel (extended to the 33rd Parallel in 1996) in southern and south-central Iraq during the period following the end of the 1991 Gulf War until the 2003 invasion of Iraq.
Operation Southern Watch began on 27 August 1992 with the stated purpose of ensuring Iraqi compliance with United Nations Security Council Resolution 688 (UNSCR 688) of 5 April 1991, which demanded that Iraq "immediately end this repression and express the hope in the same context that an open dialogue will take place to ensure that the human and political rights of all Iraqi citizens are respected." Nothing in the resolution spelled out the Iraqi no-fly zones or Operation Southern Watch.
Iraqi bombing and strafing attacks against the Shi’ite Muslims in Southern Iraq during the remainder of 1991 and during 1992 indicated Saddam Hussein chose not to comply with the resolution. Forces from Saudi Arabia, the United States, the United Kingdom, and France participated in Operation Southern Watch. The commander of JTF-SWA, an aeronautically rated United States Air Force (USAF) Major General, assisted by an aeronautically designated United States Navy (USN) Rear Admiral, reported directly to the Commander, United States Central Command (USCENTCOM).

The role of the International Force in East Timor, or INTERFET, is to support the multinational peacekeeping effort that restored order in East Timor following an independence referendum. US troops did not have a combat role, but provided transportation, logistics, command and control, communications, intelligence, and sustainment support for the peacekeeping operation. The US force, comprised of Marines, airmen, sailors and soldiers, provided logistical support -- transporting troops, and providing communications and intelligence. Hundreds of American troops were involved in this UN peacekeeping operation in East Timor that helped restore order.
After days of increasing pressure by the international community, Indonesian President B.J. Habibie announced on Sunday 11 September 1999 that Indonesia would accept peacekeepers in East Timor. Indonesia's willingness to accept a UN-backed international peacekeeping force has brought calls for a swift deployment to the violence torn province.
Australia, with its advanced military, led the mission. Australia and New Zealand initially said they expected a total of eight-thousand troops would be deployed in East Timor. The main objectives were to protect the UN mission there, protect refugees, and to safeguard humanitarian aid. The majority of the force are from the Association of Southeast Asian Nation member countries. Malaysia, the Philippines, Singapore, and Thailand have all have pledged support. Japan, whose constitution limits the role of its military overseas, has said it will consider sending humanitarian and financial aid.
Indonesian parliamentary leaders said they understood the President's reasons for accepting UN peacekeepers in East Timor. But the leader of the Indonesian parliamentary commission said that Australia, New Zealand, Portugal, and the United States did not deserve to be involved in a peacekeeping mission.
The crisis in East Timor caused a ripple effect on US Navy forces. The National Command Authority and the Pacific Commander decided that the United States would support the Australian-led peace keeping operation in East Timor by providing heavy lift helicopters. Because of East Timor infrastructure difficulties and force protection considerations, it was decided that sea-based helicopters provided the most appropriate and timely response. The only ship that could meet the required time line was the USS BELLEAU WOOD, whose homeport is Sasebo, Japan. Because of a previous emergent deployment and a large percentage of time already out of homeport, BELLEAU WOOD could not stay on station in the Timor Sea for the period of time desired by the U.S. commander. Therefore, it was decided to have USS PELELIU sail early from the Arabian Gulf and relieve BELLEAU WOOD. This resulted in no ARG/MEU(SOC) presence in the Central Command area of responsibility, resulting in increased risk to CENTCOM objectives and the loss of training and engagement that PELELIU would have provided the Central Command Commander. Until a recent decision was made to use civilian contract helicopters to sustain the heavy lift requirement, USS ESSEX was preparing to deploy on two-week notice from San Diego. Had the Navy been required to deploy ESSEX, this would have violated some of the Navy's quality of life PERSTEMPO rules, but it was the only other solution that met the heavy lift requirement to support forces deployed to the area. Additionally, East Timor required the unplanned deployment of the Kitty Hawk battle group and the Belleau Wood ARG. Although the Navy met the requirements dictated by the East Timor crisis, this increased presence near Indonesia necessarily caused a reduction in Naval presence in both Southwest Asia and near Korea.

The name Operation Desert Thunder has been applied to the build-up of forces in the Persian Gulf region during 1998.
If an actual attack had been ordered and executed, the name would have changed to Operation Desert Viper.
In the autumn of 1997 CENTCOM established a force of 35,000 air, land, and sea forces in response to Iraq's non-compliance of UN resolutions. CENTCOM Commander-in-Chief General Anthony Zinni established a permanent Coalition/Joint Task Force (C/JTF) at Camp Doha in Kuwait under command of Lieutenant General Tommy Franks to lead this force. The coalition would consist of forces from Argentina,[1] Australia, Canada, Czech Republic, Hungary, New Zealand, Poland, Romania, United Kingdom, United States, and Kuwait.
On 18 January 1998 additional forces were brought in to support the U.S.-led coalition forces in the region. The U.S. 3d Infantry Division of Fort Stewart, Georgia, deployed 4,000 personnel and 2,900 short tons of equipment on 120 aircraft. Elements of 32nd Air and Missile Defense Command and 2nd Battalion 504th Parachute Infantry Regiment (82nd Airborne Division, Fort Bragg, NC) deployed to Saudi Arabia, Kuwait and Bahrain. The 366th Air Expeditionary Wing from Mountain Home Air Force Base, ID replaced the 347th Air Expeditionary Wing of Moody AFB, Georgia on 1 April 1998 after 120 days of deployment. USS George Washington (CVN-73) joined USS Nimitz (CVN-68) (relieved on-station by USS Independence (CV-62) a few months later) in the Gulf. Combined with the British HMS Invincible (R05) and HMS Illustrious (R06), there were now 50 ships and submarines with 200 naval aircraft, a floating brigade (Army) and the 11th Marine Expeditionary Unit in the Persian Gulf.
This combined muscle forced Saddam to back down, and the Independence returned to Yokosuka, Japan in early June 1998. But in November 1998, the U.S. 3d Infantry Division returned to Kuwait. Using the C/JTF already in place advanced elements of the U.S. 3d Infantry Division and 32nd Air & Missile Defense Command, Theatre Support Command, and Air Support Operations Center deployed. In addition the 2nd Marine Expeditionary Force joined the 1st Marine Expeditionary Force already in place. During this build-up, UN Secretary-General Kofi Annan flew to Baghdad to meet with Saddam Hussein and negotiated to allow uninterrupted inspections.
On 11 November 1998, further non-compliance by Iraq resulted in the initiation of Operation Desert Thunder. CENTCOM moved its forces into position to initiate strikes into Iraq; 2,300 additional personnel were deployed during this operation. On the evening of 15 November, USS Dwight D. Eisenhower (CVN-69) was just minutes away from launching air strikes on targets in Iraq when Saddam Hussein again backed down.
In December 1998, Iraq again refused to allow inspections and Operation Desert Fox began. Several key Iraqi facilities and specialized equipment were destroyed during several days of air strikes including from the flight deck of USS Enterprise (CVN-65) . The coalition partners of the United States, United Kingdom, and Turkey provided approximately 45 aircraft and more than 1,400 personnel to support Operation Northern Watch. The joint U.S. forces of some 1,100 U.S. personnel, included airmen, sailors, soldiers, as well as aircraft from every arm of the United States Armed Forces.
The original mandate from the Turkish government allowed the operation to continue for six months. Turkey subsequently approved two 6-month extensions, but indicated that it would not become a permanent mission.
For the first year of the mission, northern Iraq was quiet, with no combat between Coalition aircraft and Iraqi forces.
Operation Northern Watch forces did not take part in Operation Desert Fox in December 1998. After Desert Fox, Iraq announced they would no longer recognize the no-fly zones and urged their troops to attack Coalition aircraft. On December 28, 1998 Iraq fired SA-3 surface to air missiles against coalition aircraft patrolling the northern no-fly zone. In response, U.S. Air Force (USAF) F-15Es, F-16Js, and U.S. Marine Corps (USMC) EA-6Bs launched anti-radiation missiles and dropped precision guided munitions (PGMs) on the SA-3 ground-based missile site that fired on the ONW aircraft, and destroyed it. From December 1998 to March 1999, U.S. aircraft over northern Iraq came under almost daily fire from Iraqi surface-to-air missile sites and anti-aircraft guns. U.S. aircraft responded by bombing Iraqi air-defense sites, using laser-guided bombs as well as AGM-88 HARM missiles and AGM-130 long range air-to-surface missiles. The first combat use of the AGM-130 was conducted during ONW.
Coalition aircraft flew patrols on an average of 18 days per month, and were usually fired upon. The most common threat was from anti-aircraft guns. Despite Saddam Hussein offering a $14,000 reward for downing a Coalition aircraft, no warplanes were shot down.
Low level conflict continued up until the invasion of Iraq in 2003, although the number of response incidents declined dramatically after 1999. The final combat air patrol occurred on 17 March 2003 (from the Incirlik Air Base). Six weeks later the operation concluded with an official stand down on 1 May 2003.
A grand total of 36,000 sorties were flown during Operation Northern Watch, and 40,000 personnel had been deployed at some point during the operation. Operation Northern Watch was the longest combat operation in the history of the European Command.... More
